In 2019, the petroleum products transportation volume via the PPTP system amounted to 37.8 million tonnes (-2.5 million tonnes or -6.2% of the target).
The transportation volume decreased for the following reasons:
  • decreased diesel fuel production at the Antipinsky Refinery (and, accordingly, its delivery to the PPTP system) due to financial difficulties;
  • overestimated expectation regarding modernisation of the Refinery, including in terms of timing and volumes to be ensured by Orsknefteorgsintez;
  • decreased transportation volumes from Gazpromneft’s Omsk Refinery to the Sokur LODS;
  • unscheduled repairs at Gazpromneft’s Moscow Refinery and LUKOIL – Permnefteorgsintez;
  • redirection of PPTP export supplies to domestic market consumers, including those by rail.
